The coronavirus pandemic has forced countries around the world to take steps to weather the economic shock, often including borrowing. Multilateral institutions, the United States, and China all should do more to help low-income countries manage the debt burden.
In response to the coronavirus pandemic, which has upended the global economy in a matter of weeks, governments in both the developed and low-income world have intervened to soften the blow. Most have borrowed to try to limit the economic damage. Low-income countries, some with significant existing debts and facing collapsing oil prices and tourism, will be particularly hard hit.
How serious is the indebtedness of low-income nations? Can they borrow even more to cope with the pandemic?

EXECUTIVE SUMMARY: The Erdoğan government in Turkey has banned fundraising efforts to fight the coronavirus in municipalities controlled by the opposition. It has frozen the bank accounts of the city of Istanbul and of soup kitchens, shut down hastily constructed coronavirus field hospitals, and cut off free bread distribution—all in opposition-controlled areas. The pandemic has forcefully reminded Turks how divided they remain—a division that is stopping them from coming together to stem a potential catastrophe that is national, not ideological.

Ναι . . . αυτό είναι το πραγματικό, το υπάρχον ρολόι, ίσως το μόνο κειμήλιο της πατρικής οικογένειας. Το φύλαγε η μάνα στον κομό, από τότε που ο νοικοκύρης της χάθηκε, τον Γενάρη του .45, χωρίς ποτέ να το είχα δει, ούτε να έχω ακούσει κάτι σχετικό, όπως και οτιδήποτε άλλο που να αναφερόταν σ’ εκείνον.
